Claims without courts
The main provisions of Federal Law No 207-FZ dated 24 July 2009 “On introducing amendments to the Customs Code of the Russian Federation” (published in Rossiyskaya Gazeta No 138 of 29 July 2009) became effective from 1 October 2009.

Changes to customs accounts
Article 2 of Federal Law No 58-FZ dated 9 April 2009 “On introducing amendments to the Budget Code of the Russian Federation and certain legislative acts of the Russian Federation” became effective from 1 October 2009. The amended Customs Code of the Russian Federation provides for payment of customs duties and other fees into a single specially designated account with Federal Treasury.

Customs declaration
Order No 1361 of the Federal Customs service dated 29 July 2009 “On customs bodies authorised to accept customs declarations” was published on 2 October 2009.

Forbidden land
The government of the Russian Federation passed Decree No 763 “On introducing amendments to the Decree of the RF Government No 234 dated 3 April 2008” which extends the ban on transactions related to disposal of certain federal land plots for the purpose of subsequent housing or other development.


What is the cost of notifying creditors during bankruptcy procedure?
On 30 September 2009, the Ministry of Economic Development posted on its website draft Regulation stipulating the procedure for prepayment of expenses to bankruptcy managers specifying the requisite supporting documentation and the relevant timeframe.

The website of the Supreme Arbitration Court of the Russian Federation http://www.arbitr.ru/press-centr/news/24663.html published the text of the speech given by its Chairman, A.A. Ivanov, in the Federation Council.
