Banks’ legal reserves
The Central Bank of Russia has established the standards of legal reserves as of 1 November 2009.

ANNOUNCEMENTS
Contract by tender
The Rules for valuation of requests for participation in tenders for state or municipal contract of supply of goods, execution of work, rendering services for state or municipalities will take effect from 1 November 2009.

The cost of written extract
On 2 October 2009, Resolution of the RF Government will come into force, No. 732 of 14 September 2009, “On maximum size of the fee for the issuance by a regulating body or an organization keeping technical documentation records, of a written extract concerning a building, construction, premises or a building in progress, state technical record of which was commenced before the coming into effect of Federal Law Concerning the State Immovable Property Cadastre, or during the transition period of its application”.

Rental payments in the Moscow region
On 19 October 2009, the Moscow Region Law “On Lease of Property Owned by the Moscow Region” will come into effect.

DRAFT BILLS
Debtors will be punished
On 21 September 2009, the Federation Council approved draft Federal Law No. 199505-5 “On Amending Article 112 of Federal Law On enforcement proceedings”.

Unauthorized constructions: can they be legalized?
On 23 September 2009, the State Duma postponed consideration of three draft bills concerning amendments to Article 222 of the RF Civil Code (Nos. 407809-4, 455389-4, 480962-4).
